Legendary Permissions

We are changing the way legendary permissions are going to work. Instead of trying to get Room Owner perms every time you want to RP as a legendary, you may now apply for a legendary spot as a recurring OC. If your submission is approved, this means you will have permanent permission to have a legendary OC. HOWEVER, there are some restrictions.

You may only RP as your legend character in Freeroam.
You may only RP as that character once per rp (to allow others to be able to use their OCs as well).
No more than TWO legendaries may be in a single FR (subject to RO and Admin approval). If you have permanent perms, be sure to check whether there are others RPing as legends.
You may only have ONE approved legendary OC.
There will be no duplicate legendaries (with the exception of Phione. Whoever has Manaphy may give multiple permissions for Phione, provided this allowance is not abused).
Arceus and Deoxys are NOT allowed.
Primal (Kyogre/Groudon) and Mega forms (Rayquaza/Latias/Latios/Diancie/Mewtwo) require RO permission, but form changes do not (with the exception of Hoopa, which DOES require RO permission).
